After changing hands earlier this year, a 4-acre Midlothian site is now being eyed for a multiuse commercial redevelopment.

A drive-thru coffee shop, bank branch and other new commercial space has been pitched for an assemblage at 14300 and 14290 Midlothian Turnpike near Winterfield Crossing, according to recent filings with Chesterfield.

The phased project would ultimately feature six buildings totaling more than 30,000 square feet, according to a conceptual plan.

More than half of the overall project as currently envisioned would be new construction, while an existing 12,000-square-foot building on the site – occupied by Southside Hitch, Carytown Coffee on the James and other tenants – would be retained.

The plans show that a separate 8,000-square-foot building on the property, occupied by consignment shop Izzie’s, would be demolished, as would a 1,500-square-foot, vacant building.

There is a pending rezoning request related to the project, filed by the property’s relatively new owner: Winterfield Legacy LLC, an entity tied to Donald Jones of Florida.

The LLC acquired the properties in separate transactions that totaled $4.2 million and were recorded in February, according to online land records. The properties’ total assessed value is $3.4 million.

Midlothian Turnpike redevelopment

A conceptual plan of the 30,000-square-foot development planned on Midlothian Turnpike, which would largely feature new construction.

The property owner declined to comment for this story through a representative. The identities of the proposed drive-thru cafe and bank weren’t clear from the plans.

More details about the project, including construction timeline and cost, were unavailable.

Kerry Hutcherson of law firm Johnson & Johnson is representing the landowner in the rezoning request. Freeman Morgan Architects and Townes Site Engineering are involved in the project.

The applicant is seeking to rezone the overall site to the county’s Commercial Corridor (CC) designation. It is currently a mixture of CC and Agricultural (A). Among the proposed proffers from the developer are the construction of a sidewalk and pedestrian safety buffer along Route 60. The development would be limited to one access point on Midlothian Turnpike.

The Chesterfield Board of Supervisors would decide final zoning approval of the proposal after county planning commissioners review it. A planning commission hearing hasn’t been set yet.

Meanwhile, at nearby Winterfield Crossing, an outpost of local grocery chain Stella’s opened this spring and Pilates studio Jetset is preparing to open early next year.
